Players may wish to have a child without needing to get romantic, and the game facilitates that via its adoption system. If you own the Cats and Dogs Expansion, you can also adopt a pet! Here's a (very) quick tutorial to adoption in The Sims 4.
In case you really don't like the kid or pet you picked, you could save your game before you try adopting!
There are two options for pets and children, but it only differs for pets. If you use the computer, you'll adopt instantly (child/pet). If you use the phone, you can have a meetup (pet) or once again adopt instantly (child). So basically, you get the same menu no matter what you do for kids.
If your Sim doesn't have a computer, travel to the Willow Creek library or use the phone to do it (under Household > Hire a Service).
Click your computer, then head to the Household menu, then pick "Adopt". If you lack a computer, use the Phone then the Household tab to pick 'Hire a Service' and Adopt a Child. For a child it is $1,000 Simoleons. For Pets, you'll pay a couple hundred each. Once you've selected it, a new menu appears.

A screen full of selections will appear. Don't pick unless you're absolutely sure you want to add the child to your household!
From here, you're only one click away from actually adopting, though I wish you were able to view their traits and other info. It should be fairly easy to tell who is an infant, but in case you're not able you can mouse over and it will say, "toddler", or "child" etc. Try not to pay too much attention to clothes, as you can always change that.
You can change the child's name, but it's all you can change.
When you're sure you want to adopt, click the kid and your Sim will head off the lot. You don't get to meet them first, and the agency immediately takes your money. From there, you give the child a name and appear back on your lot with the kid in tow.
With Cats and Dogs, you can have a little meet up with them before you adopt. Sadly this doesn't exist for children as far as I'm aware.
For Cats and Dogs, you're able to use the phone to pick 'Hire a Service' under the Household category. This menu exists for children, too, but you can't meet them first.
Find 'Adopt a Cat' or 'Adopt a Dog' and then pick up to 3 pets. The agency will show up with the three, so you can greet them and get to know them a little. If you like one enough, click it and pick adopt. If you don't want to adopt any, talk to the person who brought the pets and tell them to end the adoption meeting. They'll leave and you can return to the phone after a time to start another meetup once they are clear of the lot.
Keep in mind the maximum household size in The Sims 4 is a total 8 members, no matter the species.

There's no such options like "Household" or "Adopt..." in my game computer
If you have Cats and Dogs installed then those options will be on your pc when your sim is on their home lot. If you don't have Cats and Dogs installed then the only option under the Household menu will be "Adopt $1000" for YA and older, as this option adds a child to your family.
