Neighborhood Action Plans are a central feature of The Sims 4 Eco Lifestyle. They are a new way of shaping the world around you on a per-neighborhood level. Well, they would be, but you are unfortunately unable to vote on NAPs outside your own neighborhood. However, the one you live in can have up to four active, so it's worth considering which ones you want, and understanding how the process works.
NAPs are voted on via the community voting boards in each neighborhood in Evergreen Harbor. You may also be able to use the mailbox. You may desire to place one if you are playing in another world. This is easy - go to the local park (and possibly any other public lot) and you can place a Community Voting Board. From there, voting will be open from Friday 8AM to Monday 6PM and the highest voted NAP will pass. During the rest of the week, you can work to gain influence.
Influence is the currency used to vote or convince others to vote. Voting directly costs 10 influence, while convincing another costs 5. There is no guarantee the other Sim will agree to your proposal, however, so it's better to build up a solid relationship with them before you try. This is not a trivially easy one where 10 friendship will do in my experience. Friendship (40+) may be needed to get good results.
It's possible to repeal NAPs, and may even be necessary when you hit the 4 week mark or so, because no more slots will be available. In order to repeal, you need only visit the voting boards and begin the process by selecting the one you want to repeal. Repealing a policy requires 5 signatures. After the period is up signatures are reset, so you have to get 5 before the voting period restarts.

If you hire a gardener while you have the Green Gardening NAP you will be fined... just got slapped with a fine. 0.0 Bruh, I don't always have time to weed my soy plants.
yeah i get taxed for not having a garden, but my sim lives in an apartment and has the indoor planters. guess that doesnt count!
That's actually really funny! I guess had your Sim even just watered or weeded one plant that would have counted as working on the active NAP lol
I find it easier to manage gardens if I create a club and make that part of the activities it does. If you have Get together you can form clubs to do a lot of your household things like clean, repair, and garden. If you don't have Get Together, get a scarecrow I don't think he will count as a gardener :D I haven't tried it yet but that might work.

I can't find anything about making Municipal Concepts anywhere. How do I write them or get them?
To submit a municipal concept you must first draft one on the electronic drafting tablet that is unlocked at level 2 of the Civil designer career
You do this via the drafting tablet in your inventory
You need to have an electronic drafting tablet to let you create them. I got it by being in the civil designer career

I'm at that stage where I am supposed to convince a sim to vote in the NAP but I don't have that option in my convince to social interactions. Any help would be appreciated!

Nope. Been playing since it came out, was an option before I needed it, but since not once has it shown up. My sim is friends with best and great friends with over a dozen others and absolutely no social to convince.
It is there as I've used it often. Keep socializing and the options appears, but only only Sims you haven't already tried to repeal a NAP before with.
I keep getting fined for the Green Gardening NAP but I have a garden. Maybe I just don’t understand the requirements for this NAP. The description is not very clear on what I’m supposed to do to not get fined. Please help
Edit: I have all my plants in planters, both vertical and regular. I always have my sim keep up with weeding/watering. When i first got fined i thought it was because my plants were indoors so i put some planters outside but I still got fined ??????? please let me know what i’m doing wrong
I'm not 100% but I think you have to be planting new plants for them to register, existing plants may not trigger the requirements.
Oh so you have to start planting something when they arrive?? I got fined two times, with indoor plants (living in an apartament) and then with outdoor plants after I moved to a house. I lost count of how many plants I have but keep getting fined smh
There seems to be a bug with Green Initiatives in Port Promise. My footprint was green, and all of a sudden its neutral and quickly moving to industrial ever since I added that one. Isn't that the opposite of what it's supposed to do?
I don't know if you already manned to fix it, but what you need to do is have bees (if you have seasons) or the new bug box that comes with the pack.
Can't seem to get Energy Efficient Appliances to work. I've upgraded everything I can, but still getting extra fines. The description of Energy Efficient Appliances tells me nothing about how to resolve it. Not sure what to do.
Same. I am so confused as to why my generator won't work when the power go off.
You need to add fuel to the generator and check that it doesn't need more fuel periodically.
I think this may be part of the bug with Eco Upgrade Parts. You can't use the ones Sims find in dumpsters, only the parts your Sims crafts in the fabricator, but after loading the lot, because both types go into the same stack- the parts are useless. If you could test that the energy efficient upgrades aren't working in a game with no mods and no cc then you could make a Bug Report about this issue.

I hope EA patches the for this. There are no dumpsters outside of Green harbor, nor do all sims have the time or inclination to go dumpster-diving. The requirement to start producing these kinds of upgrade parts can play havoc on existing games where people in San Mychino or Brindleton Bay need to upgrade to eco-friendly appliances. Upgrade parts should be available to buy.
hey, anyone figured out how to use the generators when the power is off?
You have to build a surplus of energy before your power will allow you to use things as if you are on-the-grid. until you have that surplus, they treat your lot as if you are off-grid.
How do I do this? I am not off the grid, but my lights went out because it was turned off by NAP... I wanted to use my generator to power my home. How do I build a surplus of power? How many generators would I need?
Make sure you are Storing power on your Bills (click your mail box), then either use Bis and Pieces or Insect BioFuel and add that to your generator. Your Sim will auto turn it on after adding fuel.
Depends how many items that you have on your lot etc as to how many generators you'll need to build an excess of power. just keep checking the stats on your Bills, if there is a minus sign - in front of the power number then you know you're still using more than you're producing.
My rate of change is +20. However, the energy bar is in the negatives. Does this mean that I won't be able to use the generator when my lights are off? Do both of those numbers need to be positive?
If you do not have any extra power stored then you will not be able to use appliances etc when you are Off The Grid. You can use the generator anytime you like as long as there is fuel of some sort in it. Placing down solar panels is good too. So yes the power and water storage meters need to be positive and with at least a tiny bit of green in the progression bar in your Bills Information window (click on your mailbox).
If you dont want to bother to collect power or water. Press shift then click on mailbox, choose utility-and choose power production (small/medium/large). I usually do this repeatedly until i have enough amount of power/until the power comes back.
I have already used the Modern Development Initiative for several weeks, and I *think* everything is completely developed. But if I repeal it to work on something else, will all the beautiful features disappear? Will all the trash resurface???
If you don't have either the Modern Development or the Green Initiative then yes the trash will come back.
I would repeal something else instead. You can have both Modern Development and Green Initiative at the same time, they aren't mutually exclusive. The neighborhood will look amazing with both. Beware of NAP's that involve having to do certain things, or not do certain things, because everybody's having problems with those.
I have a large garden full of different fruit, veg and flowers that my sim gardens and I had an inspector tell me I was not in compliance with the Green Gardening initiative. I have no idea why!
Have you been actively gardening every day? I've seen a few people report this issue but it has been working for me. I just weed, water, harvest or spray for bugs every day and have had no fine. Maybe try planting a few new plants and attend those and see it the issue remains.
My Inspector kicked over the garbage can, so I deleted it because I have the munch mouth one. My question is, is there some kind of compost bin I am missing?
Insects Farms make compost if that's what you mean? If you have the Lot Trait 'Reduce and Recycle' on your home lot then you can also get compost from your bin.
My community garden has disappeared and no matter what I try to develop it, the game reverts to an empty lot. I've even tried different NAPs with no success. Help! And BTW thank you for all of your hard work and info.
If you're trying to edit it in BB, be aware that Community lots have 4 phases. There's the default unimproved phase, community garden, maker's space, and market place. So you could make the most amazing community garden, but then you also need to get the community garden voted in so you can actually see it. The Wear a bag NAP was voted on and now everyone for the past few weeks have been wearing bags... Through at least 4 more NAPs voted in since.... How do I get everyone to stop wearing the damn bags. (Yes they are starting to irritate me. LOL)
You will have to Repealing the NAPs, click on the voting board or your Sims mailbox and choose the NAP to repeal and then gather 5 votes, or cheat and just shift-click the voting board and cheat it away.

Yeah... I had a sim go to university, then move to Grim's Quarry. It had been more than 4 weeks, so all NAP's are in place. The NPC's chose Free Love, Juiced Community, Roughhousing Encouraged, and Sharing is Caring. It's good that the house from the gallery had a fence around it, so I could keep the gate locked till I got that repealed. It was like someone had purposely chosen everything to make it as chaotic as possible.
Can we disable N.A.P's in other hoods? How? I want it for Evergreen Harbor but not in Brindleton Bay, for example.
Sort of. If you go to Game Options>Eco Lifestyle>uncheck 'Enable NPC Voting, then the player is the only person who can vote and so therefore make a NAP happen. Your Sim still needs to be living in the neighborhood to vote, even with cheats.
I've been looking for a mod that allows me to cheat NAPs away in other neighbourhoods, but to no avail. You can use testingcheats in your own hood but that doesn't help when your retail store is in a different world where Sharing Is Caring is active. I don't want to disable NPC voting either because that defeats the whole purpose of the action plans.
You have to load up a household that is in the neighborhood you want to change the NAP's in and then cheat/vote etc. You can mark that household as unplayed when you are finished.
Can you explain what each NAP does?

I mean look at Clean Energy Production NAP. does it only gives influence points?. so what's purpose of having influence points if we already have NAP's all on.
Landgrabb Power keeps shutting off my power (I pay the bills and even have a windmill turbine and solar panels!) but I can't figure out why and how to fix this :/

You can only vote in the neighborhood your Sim lives in so maybe you are trying on the wrong board?

Right, the game is designed that way. Your Sim can only vote in the neighborhood they live in. If you want to vote in some other area you have to load in a family that live there and vote as them - then mark them as unplayed (if you want to) and go back and play your normal sim in their own neighborhood.
But I’m in my own neighbourhood I’m using the mailbox outside of my home! I’ve even tried restarting the game this has happened to the last two families I created I don’t get it!
I'm not sure why you are having this issue, it's all working as it should in my game as I have just tested this in a new game to double check.
Is voting actually open in your game as it closes during the week and opens during the weekend for voting from Friday 8AM to Monday 6PM.
If you are still getting the issue in a brand new game with no mods or cc then it is worth reporting to the Bug Forum

Probably a bit late to the party, but I discovered that a really good passive influence gain is to just stream whatever you're doing with your drone, it's +4 like every 30 sim mins or so, totally passive, available to every Sim.
But if you wanna take the influence gain to a whole new level then the Social Media (Internet Personality) career is imo the way to go. Not only there are more +fame social network interactions which means more influence for every one of them, but then there is streaming Let's plays. The tuning on that must be broken, I am getting +4 influence every sim minute, which translates to 240 influence per just 1 sim hour.
I then switched careers back to Tech guru (Esport gamer) to try the Lifestream interaction and it's exactly the same, +4 influence every sim minute.
Adding a pic, I let the game run on speed 3 for couple real-life seconds and it looks like this. Will have to make a conscious effort not to stream with my Sims, because I don't think I should be able to outvote the whole neighborhood this easily
Has anybody found a way to turn these accursed things off yet? I'm using Simvasion & other mods to mitigate the damage at present, but TBH I want these things gone.
No, simvasions mod is the best thing to use right now until Maxis fix the issues. Even with NPC votiing disabled in the Game Options NAP's are still applied randomly by the game, so best to keep using a mod that works or disabling the pack in Origins settings.
I keep getting fined for water consumption but like my sim is off the grid, has a water collector, and barely uses water...
I only have 3 slots for my NAPs am I doing something wrong?
You can add more by clicking on the empty box with a + in it on the bottom right of the Neighborhood Action Plans (click on your Sims mailbox) a pop up menu appears and you can choose to add one of those 'new' NAPs as you please.

What does Self-sufficiency even do for real? I have three NAPs in this neighborhood: Promote Creative Arts, Self-sufficency, and Tech Support, but somehow my Scientist/Max Skill Handiness Sim and her family are getting hit with over 1.6k in Tax Penalities that I can't identify. (This is in Sulani)
