I haven't read all the topics above me, but as far as I know it only matters to fillup that green promotion bar in your sims work panel to get a promotion.
How you do it is all up to you of course. And although skilling will help a lot though, it is absolutely possible to reach this without any skills.

xD Same here, but it's just an answer because I never knew anyone who never wanted to raise their Sim's skills.
