Good spots for saltwater fishing?

Whenever I inspect the water at the ocean to look for good spots, it always tells me that "There are no fish jumping.  This is not a good spot."  I did find some fish jumping at one location once, but the next day, that same spot was a waste.

At the time, I was playing a CC world called Saskan Harbour.  Now, my present game is at Sunset Valley.  Can anyone tell me of some reliable saltwater locations?

In Sunset Valley, there are several fishing spots in the ocean and you'll be able to see the fish jumping.  There are two spots by the old pier, which is near the middle of the beach area.  You'll also find spots along the coast as you move toward the Wolfe house.  Also, on the other side of the Wolfe house is Recurve Strand and there are a couple of spots there.
