I suggest asking someone who worked on Union Cove.
Gogowars Inc - The place to find all of my wonderful Sims 3 creations

You can find all the information you need here.

These three mods are required:

NRaas DebugEnabler
NRaas Porter
NRaas MasterController

You can download them at NRaas

There is another way to populate a town. When you are finished, go into the town and make your sims, and then one family by one move them into one of the houses

Only asking because I've never had the need to try but if you go about it in the fashion AdnaanA suggested, by adding in your desired sims after you've finished the world entirely, can you then still package it all up for someone else to install or can it only be packaged when finished in CAW and not afterwards?

Not in Create-A-World there isn't. There is No way to add Sims to a Create-A-World file without the use of the Mods Carl posted earlier.

You won't be able to add them to the World File, you'd have to add them to a Saved File which is the only remotely possible method without using Mods. The World will not be populated and act like the UC World file though and be an option for a New Game like SV etc. you'd have to make a copy of the save file each time.
