You do not need to use bait to catch fish

One of my dynasty Sims has caught practically every fish in the game,including Death fish just usung the lure. The only fish he has not caught so far is one of the new starfish.

I don't think it was ever implied that you couldn't catch certain fish if you didn't use bait, but I have read (probably here somewhere) that bait will improve the quality of the fish caught.

I've done this before so it's true. However I can't speak for later expansion packs as that was around the time Late Night was released. Recently I caught one of the new starfish without a bait, too. I think using the bait just increases the possibility of catching the corresponding fish, and of course its quantity. Say, when fishing in the Sunset Valley ocean, you can catch multiple types of fish - blowfish, jellyfish, starfish, shark, etc. - at random order. But when using a specific bait to catch, say, anchovy, you will mainly catch that fish and the chance of catching other aforementioned fish will be lower.

As far as I know, in addition to the effects described by wednesday and Twinmum, bait allows you to catch some fish at lower levels than you'd normally be able to without it (for example, deathfish - I think it's level 10 without bait, but you can catch it at 7 with angelfish.)

I've got a Sims 3 magazine that says that. It shows a table of what levels you can get fish without bait, and below it says, "But, if you use the corresponding bait, you will be able to catch the fish at lower levels". It said something like that.
