How many watermelons?

Ten.  She ate them all at once, but she did eat them well before she gave birth.  But like I said, my game is not vanilla so that may have had some influence on it.

Is the random gender only common with the Story Progression mods installed?

Honestly, I don't think I've ever had this trick not work. My sims always eat between 3-10 apples/watermelons, and I always got the desired gender. It's also worked with Twallan's StoryProgression, but I think that was more of a coincidence, as I've only selected gender a handful of times with the mod installed.

I don't use Twallan's Story Progression, but I always give my sims 10 of the fruit determining the gender I want and it works every single time. I haven't had a pregnant sim since the patch, but I will in a few days so I'll perhaps do some testing then if I remember. :) However, I'm almost positive that nothing has changed.

I've tested this out, before my female sim went Into maternity clothes she ate ten apples, and gave birth to twin boys(fertelity treatment) so it is working fine for me.

I have always waited until the Sim spins into maternity clothes before eating the fruit. To be honest though about the only time that I could see not getting the gender you want being a problem is if you were playing an immortal dynasty where you need to have a girl for generation seven. I would assume if that were to happen then Metro would allow the person to go back to a previous save and try for the right gender.

I'm like Rachel here. When I think to do it, I'll feed my sim watermelons/apples before she spins into maternity wear, but most of the time, I forget until I see actually see that she has a belly. So I've done both before and after spin and have always had the gender I wanted.

It's not exactly random.  It's weighted.  If there are a lot more girls in town, baby boys will be more common regardless of your efforts.  I'm not exactly sure if SP uses overall demographics or demographics of a specific age group, but the reason it does this is to prevent your town from becoming like China (5 boys for every girl or vice versa).  It promotes a healthier population growth.

I've always eaten the fruit before the spin and this is the first time it's ever failed me. Also worth noting, Pam's tried and true method of getting twins also failed this time and that has never happened before either. Possible glitch?

I don't think so. Though the fruit rating technique had never failed me it still is not a rock solid solution. I think you've just suffered a very odd occasion it didn't work.
