I noticed that you only have a few vegetarian dishes listed but not all of them so that might be the problem as most recipes now have a vegetarian alternative since the release of Showtme. Here's a list:

Vegetarian Dim Sum
Spaghetti with Veggie Sauce
Tri Tip Tofu Steak
Veggie Burger
Veggie Rolls
Vegetarian Lobster Thermidor
Vegetarian Grilled Salmon
Vegetarian Fish & Chips
Cheese Tofu Steak
Tofu Dog

Try these if you haven't already, they could be what you are missing.

OK, thanks for the kind reply. So how do I learn these recipes? I don't seem to find them at the bookstore. Must my Sim become a vegetarian to learn these recipes?

Please advise! Thanks!

That's odd, have you checked the bookstore since the patch? Also, do you have World Adventures?
Yep I have WA and I got all the recipes from the store except the ones she already knew how to make.

All of this talk about only Vegetarians being able to cook vegetarian meals is out of date.  When Showtime and the correlating patch were released, it changed to where any Sim can make vegetarian meals.  New meals also became available at the book store:  Vegetarian Fish and Chips, Stuffed Tofurkey, and I don't know what else.  Just go to the book store and look for the new recipes.  They will be right next to the original version of the recipe.

Edit:  There's another thread about this same subject.  I'm going to merge the two thread together.

Personally I am not entirely sure as I haven't tried the new vegetarian recipes myself, but I think that once your Sim learns how to make a recipe that they should have the option to make a vegetarian alternative. (I don't think they have to be a Vegetarian to do so). Just make sure you have no meat in the fridge and maybe Tofu when you try. Again I am not sure so hopefully someone with more knowledge of this can help better than I can, that's just the advice I heard anyway.

Your Sim doesn't have to be a Vegetarian to learn those other recipes.  I saw a few of them at the book store.  You've got Showtime and are all patched up?  You could also talk to the chefs in town.  If your Sim already knows all those recipes, maybe the chef will share a vegetarian version.  Same with watching the cooking channel on television.  As for the ingredients, it doesn't matter if you have meat on hand when your Sim makes a vegetarian version.  They all use tofu as the main ingredient and that can be purchased at the grocery store.  It won't substitute meat for the tofu.

There's another thread going on about this very same thing.  If I can find it again, I'll merge the two topics together.

Still my sim has learned every recipe that is available as a book in the game now but still it sticks at 87% in the cooking skill panel. I really am wondering what I should do now.

Leto I have a sim who wants to learn all the recipes, I will play her a little later and see what happen. :)

With Showtime Installed, you only need to reach level 10 cooking to get the Menu Maven challenge and get the happiness wish that wants you to learn all recipes.  All the new vegetarian recipes no longer require the vegetarian traits.

If you're still stuck at 87%, you have the pet food, world adventures recipes and the vegetarian recipes then it's another one of those glitches in the game like 103% of fish.   It's just one of those things that happens when a new EP is released I think.  Have you tried moving to a new town with that character and seeing if it changes to 100% or if it stays that way?

As a matter of fact I indeed have moved that sim to another town. But the problem still ocures to me.

@LoveSims: Im curious if that will bring some new information. Keep me updated, if you like.

You could also talk to the chefs in town.

OK, how do I go about doing this? My Sim is in Starlight Shores by the way and he knows 91% of the recipes. I made him watch the cooking channel and he learned 2 or 3 recipes from there. After which, he could not learn anymore from watching TV.

What should I do now?

How do you know he couldn't learn any more from the tv?  I've been able to sit people in front of the tv and it never told me they didn't have more things to learn.

Give your sim the Natural Cook trait and find someone who works at the diner or bistro to trade kitchen secrets.

There is another thread about this that's active where we've been talking about this exact same thing.

In my experience, the TV can act like a skill book: only so much can be gained.  I've definitely gotten the message that nothing more could be learned as well.
