New Building Cheat For Showtime?

I'm in the process of of trying to completely remake Starlight Shores. Some of the venues cannot be bulldozed or altered. If I try to bulldoze certain venues I keep getting the message that it cannot be done without a cheat. I've gone through every cheat I know of for building and nothing works. I checked help under the cheat list and everything I tried had no effect.  Is there a new cheat? Anyone know what it is?

You must use testingcheatsenabled true, and while controlling a sim, hold shift and then click the lot. Select the "Buy on this lot" or "Build on this lot" interaction, and you'll be able to mess around.

I have testing cheats on but I've already deleted all the Sims in the town.  I mean I'm going for a real makeover. What I'd really like to do is bulldoze the lots.

Open cheat window and put in enablelotlocking true
With the arrow selected click on the lot and in the info window that pops up there is a lock in the bottom right corner. Click the lock to unlock the lot then you can bulldoze it.

For future reference, grimsoul's cheat came with WA and also allows you to edit those lots.
