Wild horse's relationship is as high as possible. Still runs away!

My sim from the Paton Dynasty is trying to adopt a wild horse, and she has it as a BFF and the bar is completely full. However, whenever I try to do any interaction besides watching it, it will run away. I tried just letting it sniff my sim's hand, but he still runs. Am I missing something?

It could be independent or ornery or something? I've had the same problem, but only with one particular horse - that I noticed anyway.

I actually got it yesterday ::) I had to keep doing the adopt horse interaction until he finally excepted. I almost missed the photo op, I was getting my other sims ready for bed! The one I was trying to adopt was the black one.
