They normally spawn in Fishing Spots. Although they do have a preference it seems as to which Spots. I don't have LL but in HS it is commonly Louie Falls as the preferable spot. So check the Fishing Spots at about 8:15pm and leave the speed on, unpaused, to see if the rainbow appears.
