I don't know any specific places you can find Blowfish in Twinbrook off the top of my head, but have you read the Fishing Guide?

You can have your sim 'Inspect Water' anywhere that you want to fish, which will tell you all the fish you can find in that particular bit of water (provided you have enough Fishing skill). Also, try using the specific bait for Blowfish. You can find all this information in the Fishing Guide.

Since my game isn't working right now I can't load it up but I seem to remember having this issue as well. Try looking in the lake on the south side of it right by like a little waterfall type thing. I think that is where I found it. But I can't remember for sure!

With the main part of town at the top of your screen, I see a few Blowfish locations described below:

1.  All the way down at the bottom and to the left are 3 ponds or lakes that have Blowfish.
2.  The two rivers that lead away from town on the right of the screen both have locations with Blowfish.

I used the Prima Guide for this.  I hope it helps.

Maybe I am thinking of a different fish because that is not where I was thinking!
