There are only certain lots you get the BV moodlet.  Most of them are around the water.  Agnes house has it and the Wolff's and Gobias Koffee.

There are quite a few lots in SV with the beautiful vista; all the ones along the water, as has been mentioned, and I think the Pinochle Point lots as well although I've never played there so can't be certain of those.  To get the moodlet indoors, you need to have a window in the room.  Even the smallest, cheapest window will allow you to have the moodlet.
