I don't know if anyone else has had this happen before, but one time when my sim was gardening (belive this was the Grim Reaper Skill Challenge) and since you can get things from buydebug after maxing a skill and I had gotten some gnomes. My sim was gardening and the gnomes trapped her in the garden! I had to move them manually, which I usually never do, to let her out!

They seem to take special pleasure in sitting in front of doorways, showers, toilets, etc. Usually somewhere in the path of your Sims.  :P ;)

I found one vampire gnome when I had plasma fruit plants growing. But now I have none and I've found three more. And I feel silly saying it, but I also can't find the teddy bears I bought at all.

I don't have Late Night, so no vampires yet, but my inventor keeps making more inventing gnomes, and they're turning up with the drilling machine, too.  The gnome invasion, it is coming...

On the bright side, one time the inventing gnome finished a floor hygienator for him.  He'd just started it when he went to bed, and it was mysteriously done when he woke up.

I just found a Chinese Gnome outside the market in Shang Simla and he was collectable, so if you want a Chinese Gnome you should take a look around there!

Here's what the Prima Guide says about the new gnomes:

The Celebrity magic gnome is sometimes found in the catacombs below the graveyard or inside ore and uncut rocks. This magic gnome loves to be placed near hot tubs, professional bars (on lots you own), and expensive vehicles. The Vampire magic gnome, on the other hand, only shows up if you have several Plasma Fruit in your garden. The exact required number changes all the time, so if you really want to see this gnome, make sure you have plenty of Plasma Fruits on your lot. The Vampire gnome is an adorable little fellow -- and if you happen to have a teddy bear on your lot, it loves to sneak up on the bear. The gnome may even turn the teddy bear into a vampire gnome!

This is pretty different from what I've seen posted on various forums
I'm probably a bit late with this but that's why I couldn't find any of the bears I bought I long time ago!

There are different types of gnomes and each expansion pack comes with a handful of additions. Here they are and how to get them

Base Game (Vanilla)
   
    Mysterious Mr. Gnome - the usual gnome you'll get while fishing, mining, exploring catacombs. Getting them instead of a gem is a bit hard, as you can only do this after you have one and had knocked that gnome before, so this is some kind of revenge  ;D

World Adventures expansion pack

    1. Sultan Sam (Al Simhara, Egypt) - occasionally found while cutting gems in Al Simhara or exploring the local catacombs, sometimes found through fishing.
    2. Master Manchu (Shang Simla, China) - all the same as the latter.
    3. Little Leon (Champs Les Sims, France) - all the same.

Ambitions expansion pack

    1. Abracadabra (Laundry gnome) - suddenly found while doing the laundry.
    2. Sculptor's gnome - found when sculpting.
    3. Magical invention gnome - found when inventing.
    4. Trogleite - found when using the Time Machine (big invention).

Late Night expansion pack (sorry can't say how to find them, not much info about them, but once I get LN, I'll update this)

    1. Hip-Hop gnome (male pig)
    2. Vampire gnome (female vampire)

1.Be a celebrity.
2.He is one of the celebrity gifts.
3.If you receive him, the mailman will deliver him with your mail.

He's on the right-hand side, and has a bathing costume, with sunnies. ;)

Gnomes don't usally come in stuff packs, so maybe he is "just decoration"?

Where did you get your information?  I often get gnomes when I send gems off to be cut, and I don't kick my gnomes over.
