I have questioned a person, but I don't know howto write a report.

If you click on a computer, the option of writing a report should come up.

Of course, first you must interview/rummage though trash/review a restaurant/theater/stadium.

You need to click on a computer and select "Writing."  Then you'll have a "Report" option that will let you select who you want to do the report on.

And just to add a little more info on Reports....

A great time saver is simply Interviewing/writing a report on your Sim's Best Friend over and over and over. You'd think you couldn't do that, but once the report is written, you can just Interview the same person again. I took advantage of this fact in the current Career Challenge for both the Law Enforcement and Journalism careers.

I never fret about reports, I did about three mainly the Review Game/Movie one and I got to Star News Anchor.

That never came up. I tried it a couple times to.

Make sure the person you're questioning is actually accepting the Social and the Questioning animation does indeed take place — your Sim will break out a pad of paper and a pencil and take notes while the Social is going on. If that doesn't happen then maybe work on the relationship a little so the recipient is more agreeable.

Try using another Computer, the options are

 - Write Positive Report on

 - Write Negative Report on

 - Write Report on

They are roughly what they say. If not then it could be a bug, any other sims have this problem, try interviewing another sim?

This has got to be a bug.  I have a sim who is star anchor and he has had to do repeat interviews due to the option of write a report just doesn't show up. ::)  Sometimes it would show up and sometimes it wouldn't.  Dumb.  :-\

In the past I have had some bugs regarding reports.  Since the most recent patches everything seems to work ok, but before that I would have sims who weren't able to write reports at all.  But you can still get promotions as long as your other criteria are met it just takes a little longer.

There have been a few occasions where I lost the option to write a report on someone. My sim interviewed a friend late in the evening. He didn't write a report that evening because he was too tired. He went to work the next day and got a promotion. After coming home, the option to write a report on that person was gone. There were a few other times when the option disappeared if I didn't write the report immediately after the interview. I'm not sure but I think the promotion had something to do with it.
