I have a question about building upgrades (ps3)

So I'm in the process of getting all the jobs to lvl 10. I have 2 sims so it isn't going to take that long. Once I'm done and start a new game, are the buildings still going be upgraded? Or do I have to do the whole process over again?

If it's like the PC version, each new game is a new file and it starts from the beginning.
