Nah. A look at the residents, homeless, and Service NPC lists points to him being a generated sim.

I know this is old, and it was a while ago I added my post on here, but I pulled out Bret Huey again today and I realized that he, at one time, lived with Honey Darnell. He has her description and family name when you click on his house. So, is it possible he's a descendant of Honey? How else would a randomly generated sim, move in to her house? He's too young to have dated her I think. Thanks!
