I don't know if I should post this here, or in the Corrections/Suggestions board.
I have a tip. I waited until my horse and rider had both maxed Riding and Racing, then completed some skill challenges. Within a few days of those being done, and a couple of International Wins later, my Sim has advanced to Level 5, and the horse has a "wife" and a foal.
