Entering other peoples apartments

Okily dokily, here is my issue.

I have just finished some custom built apartments and I'm play testing them. Now, it seems find so far. I was wondering however, is it still possible to be invited / go into a neighbours apartment like you would a normal house?

If you buy an apartment in Bridgeport, you will never get to see the other apartments.  You can talk in the hallway or invite them to yours but never go into theirs.  As far as I know, they're just empty shells.
