Fine white bread - Ancient ruins

My merchant cannot buy or bake fine white bread. Baked every other type of bread available and caught two trout in pond which is other requirement.Can someone help me please? Merchant has already been put in stocks once for slow progress and I fear I will have to abandon this quest if I can't solve the problem. Thanks!

I have caught the 2 trout from the pond and baked all the bread available but I have no option popping up to give to miner. What am I doing wrong? Please help. Thanks.

I have done this quest before, and I think from memory you need to go to the Reception Hall and use the oven in the small kitchen area. You may need to get some wheat at the Shoppe.

Yes, the recipe requires 3 or 4 wheat.  But there is another thread here somewhere in which people have been reporting they can't make the fine loaf.  For some reason the option just doesn't seem to come up for them.  I was hoping this would have been fixed by now, but it sounds like it hasn't.  Last time I tried it - several weeks ago - it worked just fine in my game, and I have no idea why it won't work for some people.
