Strangers Picking Up Toddler

I took Anna and Anita to the park (mom and toddler) and she let her play with her bear in the sandbox. Suddenly, Anita went to pick up a toddler she has never met, and even got a memory for it! I canceled it out, and she strolled to a point and he was in the air for a moment then disappeared. Then, Anna was being snuggled by the Joy family! Has anybody else encountered this?

I've had my toddler picked up and played with by strangers at the park.  Then they end up on the toddler's relationship panel.

Sometimes it can be helpful. In my Hidden Springs decadynasty Autumn made friends with her babysitter while she was still just a toddler.

The odd thing is that strangers can pick up our babies, but we can't pick up theirs. That is proved in the quote below, as well as my absolute most favourite quote on the whole forum.

Because a Sim isn't allowed to pick up a baby unless there is a good relationship with the family.  Yes, I try to pick up strange babies, but only in the game.  Don't judge me.

Yes, but Anita picked up a vampire baby, though I have never seem him before. Maybe it's a bug, but it's creepy that my toddler is being held and fed by strangers. They do better then the babysitter, plus it's free!
