Pirates & Nobles Peacemaker ambition - 9 quests done & no more available ??

This post refers to the Pirate & Nobles ambition, Peacemaker.
I have completed 9 War quests at Platinum level and ended the war. I don't have any more "war quests" show up so I can get the 10 required to beat the ambition.
What did I do wrong? Did I not have enough different kind of heroes to open up more "war quests"? I also can't end the ambition early because it says I have not completed the required number of quests.
Do I really have to start a new game and do it all over again?!

Same thing happened to me - 9 quests and ended the war. I thought that the End the War quest counted as the 10th. I also did not have any other option for a "war" quest. I did not build an entire town either - maybe that's the catch. Once my frustration is over, I will attempt this quest again with another city
