Wag the Dog quest: Can't tell actor to quit.

The third actor I have to tell to stop will not come out of the village. His yellow sim marker is on and it shows him moving around up there, but he won't come out. My spy can't click on his marker. It says no options available. Will he ever come out? I've waited two days already.

does the actor have a name? if so you can invite him to meet you at a location.

He doesn't show up in my relationships screen, so I couldn't find him that way. I think it was just a glitch in the game, so I quit the quest.
