The Challenge is "Brushmaster" and yes, it is the 30 painting ones. They paint faster with this. As for the original statement... Are you 100% sure this sim has got no Challenges (namely Brushmaster) completed?

I'm pretty sure the sparkles show up when you purchase the Extra Creative lifetime reward.

So reviving this after some stuff that I saw today when I was playing. I have 3 sims:
A has Extra Creative, is level 10 and all skill challenges. He paints with sparkles.
B doesn't have extra creative, is level 8 and the 6 brilliant painting challenge complete. She paints with sparkles.
C doesn't have extra creative, is level 8 and has no challenges. She does not paint with sparkles.

From this I deduce that either the brilliant painting challenge is the one that influences it, or it is completely random.

My artists get the sparkles when they purchase "extra creative" lifetime happiness reward.  I have pretty much always gotten that when I can and some artists have not completed any challenges and do not have very many skill points.  I used "testingcheats" to get the reward for a youth I had and they had the sparkles also.
Is it true that cannibals don't eat clowns because they taste funny?

Maybe the skill challenges and Extra Creative both produce sparkles if present?

I just give my sim with no painting skill and not the artistic trait the reward and she paint with the sparkles! Salty is defnitly right :)

No, no, you misunderstand me. I'm not saying that both have to be present. But that they both, individually, produce sparkles. That makes all the data, "my sim has a skill challenge but not EC, but has sparkles" and "my sim has EC but no skill challenges, but has sparkles," make sense. Now the question is if just any painting challenge produces sparkles, or if it's only the one we specifically have a point of data for.

I think its the brushmaster challenge that gives sparkles, At least it has in all of my games.

That will be nice, I don't have a sim without the reward. I always give it to them early

The sim I'm going to test with currently has no challenges, level 8 and no extra creative. I won't buy extra creative until I see the sparkles.

I believe that it has been proven that sparkles come from extra creative LTR, the bushmaster challenge, or the proficient painter challenge, whichever the painter seems to have.
I don't think that I will be able to have my painter get the masterpiece challenge without one of the others first (on accident).

Also, the traits I will be using are artistic, perfectionist, loves the outdoors (don't see that one changing anything lol) and friendly.

This is the easiest challenges to complete, actually...if you know how to do it.  All it requires is a painting level high enough to get masterpieces and knowing what the masterpiece paintings will look like when they're done.

Use medium or large paintings, since it takes longer to paint them and you'll be able to tell what they'll look like sooner.  Start the painting and only paint long enough to see what it's going to look like when it's finished (it shouldn't take very long...usually during the starting stage).  If it's not one of the masterpieces, you scrap it and start over.  If it is one of the masterpieces, you finish it.

You don't get credit for scrapped paintings since you didn't finish them.  You won't have to worry about accidentally getting a regular or brilliant since all of the masterpieces will use specific images that the lower quality ones won't.  You'll also save a lot of time, since you're only finishing the ones you're looking for.

This is how I always complete this challenge.  It's also worth noting that this will not work for Brilliant paintings, since they use the same images that the regular ones do.
