The laundromat is a place to do your laundry (for a small fee.)

The hangout is a place Sims, well, hang out, so they normally have stereos, bars, plasmas, and plenty of tables.
With Late Night, new features were added, such as shuffleboard tables, dart boards, stages with instruments, and more features in bars such as Mixology.

I agree! But as the loading screen tip suggests, the Laundromat is also a great place to meet townsfolk. The Hangout... not so much.

I actually prefere laundromats to doing it at home. No clothes piles, and you can do as many washings as you want to get the moodlet over and over and over without having to go back.

I can only answer your first question: You can basically put in a Washer and Dryer and it works, but it's more fun to put in seating and the like.

If you add lots of laundry machines and chairs, and maybe a radio or two...you've got a landromat!

As a matter of fact, you can go the easy way and remodel the original Twinbrook Laundromat to suit your tastes and needs, use it for sometime, get used to how the whole thing works, and then build one of your own from scratch. Simple as it is.

There should be a pre-built laundromat on the community lots tab in Edit Town.  All you have to do is place is on an empty lot.  It's up to you whether you remove the washer and dryer from your home.  You can do laundry at home or at the laundromat, whichever you prefer.  If you do remove the washer and dryer from your home, you will no longer get the piles of dirty clothes in your home.  At the laundromat, you just click the washer to wash clothes.  You don't have to actually bring them with you.

Oh, that's right.  I'm sorry.  I remember now that we have to save the laundromat in Twinbrook to the library if we want to place it in another town.

As far as I knew, just placing a hamper will cause clothes to go into the hamper, and pile up if its full, regardless of if there was a wash or dryer on the lot.
