Married Sims won't romance

My married couple will not accept each others romance socials. No kissing, cuddling, WooHooing, or anything. Their moods are high and their relationship is maxed. I've had this problem once before, but I do not remember how I fixed it. Does anybody know what to do?

I had something similar happen recently.  I don't know what caused it or if I really fixed it, but I gave one of the couple the LTR Master of Seduction and had that sim initiate the interactions and that worked for me.
