Info I found on Sims Wiki:

Increases Cooking skill gain by 1.15 per sim hour, and increases cooking speed by 1.12 per sim hour.

To gain skills fast, make needs static with testingcheatsenabled true. Also choosing the right traits, like if your an artist: artistic, easily impressed, loner, hates the outdoors, frugal. Using the best material for the skill also does good.

Actually you can't use cheats in most challenges, so the first option is out. ;)

Oh, my apologies.

A thing that helps is the moodlet manager. Pretty much, make sure your sim is happy.

Taking a class does seem to be a fast way of getting that first skill point, but you can only take the class once.

What about exercising at the gym?  I know it didn't used to be faster but I'm wondering if that has been fixed yet.

You can take a class more than once, but you must have several levels of skill in between the classes.  For example, you can take the class at the beginning, then take it again at level 5 or something.  I don't recall the exact number of levels are required.

The bug for the gym has been improved, but not fixed.  It doesn't take as long to reach level 1 as it used to, but you can still reach it quicker by exercising on a machine at home.

@Chronic:

You may want to consider putting this information together for Carl for the Guide.  He's got trait information already, but I don't think it's this detailed.  Might be a nice addition to the Guide proper.

Really?  I've never seen that option come up for my Sims.  My Sims have never been able to take the same class twice - the option just isn't available for them.  But I've never checked to see how many levels there were between.  I'll need to try that.  Thanks, Pam.

Well, this is sneaky but moving towns lets you take a class more than once. This isn't suitable for challenges of course, but in normal gameplay it can be rather useful.

I couldn't take a class twice either, I took one in level 1 fishing and was hoping to get one for finishing level 10 but didn't have the interaction in the general store, I was playing in sunset valley if it matters
