I don't think I've ever seen a perfect Omni Plant, to be honest.  Why do you need/want a perfect one?

Yeah, it just makes an exact replica of whatever you put in so if the thing you put in is perfect than the copies will be perfect. Therefore, the omni plant doesn't have a better quality.

You can have a perfect Omniplant - I know because I've had one. I got it from completing the Omniplant opportunity chain, but I have never received a perfect seed from ordering through the mail.
However, like others have said, you cannot make it a better quality.
