How do you make the water go away and make it regular land?

Use the terrain tools and use the Flatten Tool and go from a square that is the right terrain heigh you want and simply drag over the pond/water.

Another way to do it is use the terrain tool and use the smoothing function. It will lift up the land where the water is but won't create harsh edges. Second choice, bulldoze the lot entirely and put a new lot in it's place.
