How to get listening quests done?

I've already failed at one attempt to listen - when monk tried to listen to the charismatic preacher in the woods.  I would go, I could talk to him, but he never mounted the podium to preach.  Ever.

Now, I'm trying to get my ruler to listen to a teacher in the town square.  Same thing - the teacher won't teach. 

What am I missing?

The patch broke these quests.  As far as I know, you can't do anything except avoid them until EA patches the patch.
