It's October 18th for US and 20th for Europe, according to Sims Wiki.

It's the same price for pre-orders.  They did the same thing with Sims Medieval - you got the fancier version with extra features if you pre-ordered.  I guess they're trying to encourage people to put their orders in early.

The limited edition is only available as a digital copy as a pre-order and the day it's released. After that, you get the normal one.

Please don`t say such things, there are enough story progression bugs involving hybrids as it is. I`d hate to see one day hybrided animals, or even worse the offspring of Vita Alto and a horse! Actually now that I think about it I can`t tell her apart from a horse as it is.
