How do you get Consecrated and Blessed well water?

I got the blacksmithing book for the watcher's blade and one of the materials is Consecrated well water.

Priest sims interaction on Wells (either in front of their church or in town square).

Jacobans consecrate.
Peterans bless.
Physician medicates, too, btw...

so you have to have a Jacobian Preist consecrate the well water, then draw some.  Then you can transfer it from the priest's invetory to the blacksmiths

That's basically how it works ... although there may be some in the Village Store if you don't have the necessary Priest.  I think EA give you an 'out clause' on that, but you have to waste walking time finding out!
