Sims won't learn any skill!

I've started a legacy a few days ago (the Bennet Legacy, go check it out xD !), but my concern is that the sims in the legacy household won't learn any skill!

When they, say, practice charisma, the little translucid/blue tube appears, but for some reason it will never fill up!
