Only with Moveobjects on you can place the objects on roofs, but I recommend Hosfac's method because with it you're also able to make the roof higher.

I've never actually used that cheat, so I don't know how deeply you could "imbed" the base of the solar panels into the roof.  I might experiment with it the next time I'm playing a normal house.  The one I'm playing with now doesn't actually have a roof, per se.
