Fire Code Limit

Anyone have info on why placing 1 seed on the ground uses up as much fire code as adding a completely furnished floor onto a house?

I love the Sims 3 gardening, but the fire code restriction is maddening. I'm lucky to be able to plant 30 seeds before redlining on a bare-bones property.

I was wondering the same thing, I put down I think 5 seeds and the bar went from orange to red, I was like what the heck. So I haven't did gardening sense.

I'm of the impression that they intend gardens to support not much more than 1 of each type of plant (including cheese, eggs, steak and the like). When one learns to grow Omniplants the point become moot since you can grow nearly everything you need by growing & feeding a dozen of them.

Anyone have a link to a dev site/forum that might explain the insane fire code & gardening issue?
