I kept searching Google and finally found a post by somebody on a different site that had the same problem and here is what she did to fix it. She sent her Sim to harvest garden and then went into "buy mode" and was able to click on the harvester and remove it from the Sim's hands that way. She set it on the ground and will not put it into the backpack anymore and she doesn't want to chance using it again, so it is now a garden ornament. For some reason my Sim could not use it on my lot even though there were plants that needed to be harvested so I sent him to town where I knew there were plants. I had him use the harvester and it worked. I had to use "testingcheatsenabled true" and shift click on the location to "buy on this lot" to get it to work though. I believe I also had the cheat "moveObjects on" as well. I took the harvester from his hands and placed it far away from him. It was kind of funny to see him still harvesting with his arms flying everywhere when I clicked back to live mode. lol. I had to put the harvester back into his backpack to get it back home, and surprisingly I was able to click on it and take it out when he got there. I too, leave it on the ground now. My Sim is back to normal and will swim and drive again.
I hope this helps anybody else that may run into this glitch. If you do, you may notice that your Sim will not swim, nor will they drive a car. They will travel in a taxi even though they have their own car. You just never know when one of these crazy bugs will show up in this game, lol. I am so thankful there are other Simmers that can help!
