Like if a sim fails to teach the child the basic skills (walking, talking, potty training), what traits will they most likely grow up with? I've gotten a snob quite a few times as a result of failure to teaching the child those proper skills, but wouldn't they normally be absent-minded, evil, klepto, mean-spirited, unlucky, or losers as a result of ignoring the child?

When you don't teach the toddler these things, all that really happens is that you don't get to choose their traits when they age up.  The game randomly selects them.  And when that happens you're just as likely to get the more desirable traits as you are to get the undesirable ones (taking into full account that the whole desirable/undesirable state is a perspective thing), because they're selected completely randomly. 

I've gotten Athletic, Loves the Outdoors, Angler, Disciplined and even Genius after failing to train a toddler completely.  Likewise, I've gotten Loner, Unlucky and Loser before, too.  Luck of the draw.
