I'm not surprised that I'm having a little trouble with this.  Things like this aren't my strongest area.  ;D

As part of my queen's responsibilities, she has to pass new edicts.  I know that they raise or lower loyalty with other countries and that the leaders vote on the edicts.  My problem is that I haven't been able to influence them to vote on my proposed edict.  I had to do 4 of them in one day to get one passed and that's not good for loyalty, either.  After the first two, I gave up trying to influence anyone because my time was almost up.  I just went straight to voting after proposing the new edict.

If anyone has suggestions, that would be great.  I guess I should also look in the Prima Guide.

To get them passed every time, first you propose the edict.  Then you click on one that you want, after that, you click on "monitor edict", from there you can tell how many votes an edict has.  Then click on "call to vote", after that, just remember the edict you had gone to and it should pass every time.  Also, the "lessons" should explain it too.   :)

That's what I do, Pam. I'm sure there are beneficial ways to use the "amend" options but I can't figure them out, so to pass an edict I vote on the one that's got enough votes to pass. :)

Yep, it's what I do too.  You can talk to everyone till you're blue in the face and they won't change their vote.  So to "win" you pick the one most likely to win and you get the credit for it.  The monarch is the easiest character to play because of things like that.  You get up, eat, listen to 3 complainers, (sit on throne), write 2 laws, or a treaty, or pass an edict and the rest of the day you can focus on making money, gathering food, and filling your quest.  Don't forget to go for a stroll once in awhile too.  You find all kinds of goodies in the woods.

Took me a while to figure out how to do it but you can 'view' currently proposed edicts and just vote for the most popular. I did assume at first that you had to vote for your own edict which always had me losing them.

What I do is propose an edict, but only when there is one for better relations, and not when it's "green for this area, red for that one". After that, I click Call For Vote, choose my vote option (obviously the green one) and click the Check mark. So far, not one of my edicts has failed.

Yeah I do it the same way.  At first I messed with trying to modify benefits and taxes to influence them but that just ticked everyone off.

The monarch in my second kingdom is level 10.  When he goes to pass a new edict, his vote counts twice.

The player's guide mentioned that you can bribe the other members voting on the edict. Has anyone figured out how to do this yet?

The strategy and tactics that I use for passing edicts are as follows:

01. Become friends (if possible) with all of the various group leaders.
02. Propose an edict and select the best of the two suggested edicts.
03. View the edict support, taking note of which leader is supporting which edict.
 
* Note: In the early game there are four factions. I don't recall the exact names but they are the two territories, the guild and the village. For ease of description let us refer to the factions as a, b, c, and d.

04. If factions a and b support an edict without a down side (loss of loyalty), then benefits can be added for factions c and d. Hit the pause button if it is not already paused.
05. Add benefits for factions c and d. Each benefit costs §50 and takes about 30 minutes of game time to add to the edict.
06. After any benefits are selected release the pause and wait for the benefits to be added.
07. Call for the vote and vote for the edict that has the benefits added.

That's working for me as well, Theo. Keep in mind, folks, that you won't get the benefits a country gives you unless that nation is loyal. At least that's my working theory. At the moment, both Crafthole and Tredony are Annexed, Loyal, and I get both of their benefits. You can go the easy route to pass an Edict by simply voting for what's most popular, but if you want to nab those benefits, you'll need to have the territory's support. I'm working on this one on and off while making guides to the various hero types.

Also for 50$ a pop you can add amendments to the edicts to have a more  benefits all around.  I just add as many as I can , think its like 200$ but its a plus loyalty across the board.  I'm sure if you have more territories the price tag goes up.  I have not annexed anyone yet [just have the 2 starting ones.]

Indeed, and may even get the other dignitaries to sway from voting for an Edict by adding a tax, although that costs a small loyalty hit. This may help you to get votes by making the various leaders change their mind about voting on a popular one. I'll have this info up within a week with a concrete formula for success, as I'm making all of the gateway pages first.
