I know this post is old, but for those googling answers to this question, I thought this might be helpful.
I had the same issue today and tried doing all of the above. I even read a few other forums. Here is what I eventually tried... which worked for me...

I tried going into "edit town" mode and moving JUST that one sim out of the house and into a small, cheap house to avoid the file from becoming too large. I used the "resetsim [First name] [Last name]" a few times and even went to a park and home again. I kept on reselected my sim to test it out and it eventually worked. I then saved and immediately moved my sim back to the regular household the same way and it continued to work. I don't think there's an exact recipe for how to get rid of it, but messing around with resetsim and moving should help eventually. I hope this helps someone!

I know this post is old aswell, but i have a simpler fix that worked for me.

What i did was resetmy sim because i had that weird glitch where it would think he was on a different floor (which did nothing but may be required). anyways when i then went to make him sleep it said "Sleep in Bobby's bed" even though he IS bobby. I then clicked "reset bed ownership" and then set the bed ownership back to him.

(on another forum, or maybe this one, someone said they could pinpoint th moment this glitch occured, which was when their sim went to bed, so it may have something to do with that.)

I could then click on him!

Hi, Harmless here, and my wonderful new Heartbreaker sim, Mathilda Steppinstone,  cannot interact with any other sim except to "Ask to Pose." She can interact with objects, furniture, pay bills. She can go home, go to venues even "Attend Party" at someone's house. She just can't talk to anyone. No options at all, except "Ask to Pose."

I tried ResetSim on Mathilda, but that did not fix it. I have not ResetSim * on the entire neighborhood. I guess I could try that.

I started her in Riverview yesterday and played all day (I'm retired). Maybe I should ditch my camera? Maybe I'll pull up an older saved version of the game before this happened. And ditch my camera. And ResetSim in the whole neighborhood. That sometimes helps on World Adventures.

I think the problem started when she was helping earthquake victims, I think that's when it started. She is a Firefighter, which helps with the Heartbreaker LTW! Going back to just before the earthquake now, and see if that helps.

Back in January, just 4 months ago, I did the wonderful (Thank you, Pam and Rica for this!! many times thank you!!!) Factory Reset. I'm not ready to do it again...yet.

I'm running an authorized official no mods game on an old old XP machine. I'm aware that Microsoft support for XP ends tomorrow. The computer itself is a little slow, and I'm planning on replacing it soon.

I only have a few expansion packs, but I am patched up to the newest version of the game. Every time I quit the game, I do a kind of cleanup, that is: erase all the "*.package" files, "World Caches" Thumbnails, move any Screenshots and Saved Sims, empty the recycle bin and restart before playing again. I am very careful about this. Follow the guidelines of Rica and Pam's "Factory Reset" thread. For which, again, much thanks.

 I do have a lot of glorious, gorgeous, covet-worthy store content. Some I got free during the big end of year bonanza. It all seems to work fine.

I went back to a previous save, lost about 5-6 hours gameplay, but was satisfied overall. The problem did not persist. I did not sell my camera. It had no effect. Mathilda handled an earthquake and promotion to Fire Chief (level 10) in the midst of it. I stopped the game and saved often.

So far, the sim has not lost the ability to communicate with other sims again. So hooray.

I'm experiencing the same issue as the OP (not Harmless) in that I'm unable to click on my own Sim to bring up his radial menu. I'm also unable to click on his phone and computer, but like others, am able to use the relationship tab to chat via phone. Doing so does not fix anything, though.

I've resetsim firstname lastname, resetsim * (just in case it had something to do with my roommate and because I was experiencing another issue in which an invisible performer was hogging the stage I was supposed to be performing on and preventing me from letting my sim perform his big show venue gigs. I mention this in case it may be related, because I noticed both issues started in the same play session).

I have all xpacs and stuff packs except the Katy Perry one. No mods. I've not recently installed anything and my software is up to date. I'm at a loss.

The situation seems to have resolved itself after my roommate gave birth to an alien. How many times do you get to say that?

Edited to say: Belay that. It worked properly three times and reverted to being borked. It's all over the place now. At the moment, I can click on my sim again, but the family serving of pancakes on my kitchen counter reads "Plan 8 From Lunar Lakes" on mouseover. The option is to read Plan 8 From Lunar Lakes. Clicking it to do so puts the book icon in my queue, but my Sim stands still and does nothing until I cancel it. The dirty plate on the counter is alternately unselectable or selectable with the greyed-out option to Play Catch. Neither is deletable in F2 (buy mode).

I'm not sure if this is part of the same issue or perhaps a causal factor, but I have one male roommate and a max number of roommates set on 1. He got pregnant after being abducted, and it gave my sim the option to raise or surrender the infant. I chose to keep the baby and (perhaps because of the max # of roommates) it added the infant to my active household instead of making it another roommate or just letting it live in my house although it still shows my roommate as her father and only relative. The father has no interaction whatsoever with the child. He doesn't respond when the baby cries, doesn't feed, change, or snuggle the child. He put her on the porch after he delivered her and she's been my problem ever since.

Going to look further into this issue elsewhere if it persists and refrain from updating again unless/until I find something that effectively addresses the issue. It seems to pop up periodically if this thread is any indication and maybe it'll help someone else 3 months from now lol  ::)

Yes, well. I know the feeling...
I got  a new computer, complete new install. Lots more memory, processor speed, etc. and have not had any of these problems since then.

I think what I had to do to fix it on the old machine was go back to an earlier save. Very frustrating.

Gosh, I hope your alien baby resolves, though, as it sounds fascinating. Alas.
