I don't think game corruption has anything to do with tweaking a town.  It's just something that happens from time to time.  And really, that didn't even really sound like the typical corruption I've heard of.  I think the game just got a little confused in that town.
Old forum mods never die.  We just get archived.

Hi everyone :) I know this thread is kind of old, but something similar just happened to me & it's the first time its happened so I was trying to find a fix when I came across your posts.
 
Here's my story:
 
I created a Sim female to start my game, & started playing in Sunset V. I will call her K.  One night in a dance club K came across Susan Wainwright & Susan showed that she was really hungry. So I added Susan as part of my active family & fixed her needs then started training her. About 6 Sim months go by & my Sim K goes to a club again. The Sim Susan W that I added to my family is at home playing chess. While K was at the club she runs into another Sim with the same clothes & appearance, name, personality, traits, skill achievements, she was married to Boyd Wainright & she had the same likes & dislikes as the Susan Wainwright Sim I added to my active family.
I immediately checked to see if the Sim I added to my family was still at home & she was.  So I added this clone Sim to my family too! And I told her to go home. My Sim K went on with her club hopping. I followed the clone Sim to home & I thought she would go to K's home, but she went to one of the fishing lakes. She was homeless. So I used Master Controller to edit her in CAS & changed her into a totally different Sim, changing her name & everything. I left her at the lake for the time being & went to check on the original Susan Wainwright at K's home. When I got there I noticed she had on the same clothes as the clone Sim's clothes I had just changed in CAS! So I went back to the clone sim & deleted her using the cheat.
Then I went back to the original Sim Susan Wainright who was at K's house playing chess & I looked in her relationships panel & that clone sim was in the panel. And all the changes I had made on the clone Sim was made on the Sim sitting at K's house playing chess. Of course I changed everything back to the best of my ability, but then I had her call the clone Sim & invite her over but it was about 3 am so it was too late. Not sure what to do from here. I'm thinking maybe (deleted) mod might help so now I am looking for instructions on how to manage the homeless in the town with the (deleted) Mod. I don't need more than 1 Susan Wainright Sim running around town lol.
My thoughts are that the game is regenerating Sims to fulfull the obligations of the game, but it is being lazy if you will & regenerating them from Sims already made. Maybe they should create more original Sims for the game....don't know if that is even possible at this point but hope they find a better solution.
Oh & I thought it was strange when my created Sim K was at home painting & I get a message that says she just maxed mixology. I blew it off then but when she went to the club recently, the mixologist was a Sim with her same hairstyle!  I forgot to add I always play with aging & SP off so they were off when this happened.

We don't discuss mods here so you won't find help with that, I also deleted the name of the mod. In any case, if you want help with using a mod I suggest going to the site that hosts the mod where people know what they're talking about.

Anyway, funky story. Did you update your game? It seems no one has complained about this for a while.

It's most likely connected to the mod, I'm afraid. So you'll have to seek problem on the site that hosts the mod, like PJ said. :-\ Good luck!

My sister got a duplicate of one of her sims she had made.  She noticed a sim that looked familiar standing on the street and realized it was a clone of her sim. Same clothes and hairstyle.  Not much you can do about it, I suppose, but she had to change her sims clothes though, lol.  I had this problem many months ago and had three of the same sim, but I got rid of that town and have not had a problem since.  We use no mods or CC in our games, so it is just a random thing that the game does, I guess. :)
