Toddlers and Apartments issues

I found the only solution is to "pick up" then once in your sims arms say "feed on floor". I too have found it annoying for the parents to pick up the kid, use the elevator, feed them in the lobby and leave them there while they return to the apartment. I've noticed the same thing when my sim visits the Hemlock family in Bridgeport. She picks up the kid and returns the child to the apartment whenever she visits.
