Steam complete Collection causing Create a world error.

Hey all. I'm having a problem, and no one on the official Sims 3 forum really know anything about this.
I bought The Sims 3 complete collection on steam when it was on sale. (It included all the expansions except for outdoor living) So now when I tried to install the Official The Sims 3 create a world tool, it gives me an error.

"The Sims 3 needs to be installed in order for this product to be installed. Please install The Sims 3 and then try again."

Problem is, I do have it installed. I play it each day so I know it's working. I even registered it on TheSims3.com as well as the expansions. Has anyone else had this problem, and have you found a fix?

Two questions from me:
Are you mac user? - in that case you can't use CAW.
Have you downloaded the latest version of CAW?And are you fully patched? And did you do a custom install and game is not in Program files? - OK, it's four questions!

What do you mean by "bought The Sims 3 complete collection on steam"?

I mean that I purchased the sims 3 collection on Steam. Steam is a program that you can purchase and run games on. I paid $90 which gave me the base game, and all the expansions except for Outdoor living. It is completely legit. Steam started selling the sims 3 about a week ago and to celebrate they had a 50% discount.

1. I am a pc user.
2. I downloaded CAW from www.thesims3.com
3. My patch version is 1.19.46.010037
4. It's under Libraries/documents/electronic arts/the sims 3

My OS is Windows 7 Home Premium.
