Can't pay bills

On one of my households I can't pay bills, whether through phone or mailbox.  However, I am able to pay bills just fine on another household.  How do I fix this?

I'm playing rotationally and sometimes get that. I'll have the notification that bills have been delivered, but my Sim won't be able to pay them. I just let it go. I think switching families as I do confuses the game. As long as your family doesn't have their utilities cut off, I wouldn't worry.

Update:  I'm now able to pay bills on that same household.
