If you're still seeing the shells of the venues and not the content of the venue, you might need uninstall/reinstall that venue.
For example, open up the Sims 3 launcher > Installed Content tab and look for anything related to the Casino venue and uninstall that and try to install it again.
I don't have a lot of store content installed at a time, so any time I have trouble with the store content do a little clean up and try installing the store content again.
This is what I do:
Delete the igs.bin and platform.bin files in the SigsCache folder
- \Documents\Electronic Arts\The Sims 3\SigsCache

Launch the game again to see if that helps. The game will regenerate these files. If not, try the tip below:

Deleting both files in the folder mentioned below deletes both the installed store content and custom content that is installed via the Sims 3 launcher. -- However, deleting just the missingdeps.idx file should not delete store or custom content.
Delete the missingdeps.idx file from the DCCache Folder
- \Documents\Electronic Arts\The Sims 3\DCCache

If uncomfortable deleting the files mentioned above, save a copy of your Sims 3 folder to your desktop or usb stick for back up purposes. Then try deleting the files.
