I really, really feel like a noob asking this but as my game seems to "call" this types of sims ever so often I must check it so that I don't break anything. It's about a type of sim that i chose to call "service NPC's". It's the people, em Sims, who have been assigned jobs  by the game. Like bartenders, waitresses, gym instructors and such.  I do think we have been discussion this before but only briefly, I want to learn it all now "just-in-case".

When first start playing the game i did not care so much about who were who in the "homeless sims bin". If I wanted to change the look of them, I did. that was not a problem until one of the food stall chefs happen to came to work in the new everyday wear. (pic below, that was the only time it failed like this). I had a sim that I had created and who get assigned a job at a vet station. When she got moved into Oasis Springs she lost the job and could not get it back. So that's why I ask how much I can allow my sims to interact with the types of (non playable) NPC's. Will the lose their job if I move them in or if I let a sim start a relationship whit one of them? I did change the outfit of one of the "homeless, homeless sims" (the game wanted her to spend her  time on a park bench in Oasis Springs. See pic below for reference). Even though I did place her in the correct "sim bin" (Yes, I keep calling it that, +10 years sims 2 you know) she lost the "job" as one of the sims in multi colored tops sleeping on park benches.
I do not own many packs so I don't have many worlds. And out of 4 worlds only two have gyms. I like two of the instructors and they have friends everywhere. And I want them to keep the jobs that they have, especially as most of my sims know what they do by now. But are they a "no touch" or is it OK for my sims to do more then just "talk"?

That one time when my game failed and send this NPC to work in new everyday wear. There are many sims like this and they change locations almost daily.

What I call a"homeless sim" playing chess in Newecrest. I have no plans to change him and I think he's still there.

Hanna Olsson, instructor at "Burners & Builders" in Oasis Springs. I think all sims know her by now. I have been changing her wardrobe.

If you move them in, or take control of their household, NPC's who have a non-playable job WILL lose their job.  Those who have a normal job that you can do as a player, will be able to keep them.  I am not sure just how much of a relationship you can have without them losing their jobs-- you can definitely fill both relationship bars without an issue, but I don't know about boyfriend/girlfriend status.
As for the sims that hang out in the park, neglecting their hygiene and napping on benches, I believe that simply means they have the Erratic trait.  Jacques Villareal will do this, and he definitely has a home to go to.  His daughter Luna, near as I can tell, will always get Erratic upon age-up, and she will start doing this as well.

Wow! I've never paid attention to the Villareals. I never knew about the "Erratic" trait. I'll have to pay more attention now, lol. In one of my games, my sim married Jacque's son.

Thought of something else to add to this:
If you do cause a sim to stop filling a service role, the game will simply find another sim to fill it.  So if you find you want to pursue a relationship with the bartender and end up getting them fired, there will be a new bartender next time you visit the bar.
