Fences and terrain

I'm trying (and failing) to build a fenced-in garden. I build the fence, then go to place my garden plots and the game won't let me, with the message "item must be placed on terrain."  I know, intellectually, that the game considered the fenced-in area to be a room, but how do I make an area where visitors cannot enter that has terrain and not flooring?

Instead of placing walls, and then making them fences, choose the "place fences by drawing" option.  Or, if you can see that a floor has appeared, use the sledgehammer to demolish the floor.
