It also equipped itself as a unremovable lot trait, before lot challenges were released. I understand the idea of a lot trait that doesn't just allow bottomless trash cans, but not when it assigns itself. And it auto equips itself as a lot challenge, despite not being one. Yes I use mods, but I make sure they are either updated or ok to use, after a really tough patch, like the ones released for Expansion Packs.
Edit: Never mind, it's related to SNB bills, if you don't pay for garbage collection, the mod equips it. I feel silly.
