Sims 3 Crash Issue - CTD upon entering new game/second loading screen

Hello there can you help me fix this crash issue. I experience CTD upon entering a new game/second loading screen. It's a fresh install with no custom content installed. I've tried every possible fix but alas nothing can help with the crash issue. I've tried to lowered the settings, verifying the game cache on Steam, and the compatibility mode. but still couldn't fix it. Anyone has a solution for it, I'll be glad to try. Here's are my spec
