The Guide page on Scholarships and Degrees has this to say about the Merit-Based Scholarship:
Remember to apply for the Merit-based scholarship if you get into a Distinguished Degree program!

After my sim was accepted into a Distinguished Degree program, I tried to figure out how to apply for the Merit-Based one but eventually gave up.
Later, during the enrollment process, he found that the Merit-Based Scholarship has been applied automatically.
So there's no need to "remember to apply for the merit-based scholarship."
