Change lot type

I can't change my lot types, the small light green house with an i in it will not let me choose other than residential lot or small lot, but I really want to build a skater park. How do I do it?
Why can't I use the previous tutorials , has something changed? I have all expansions, gameplays and other packs except Star Wars

Is there a household living there?  It would have to be vacant before the type could be changed.  That's the only reason I can think of for the lot type to be locked like that.
